Default 07 Fit Stuck Hatch

I am a first timer here and have a question on the latch issue that we ALL have experienced. So here is her I am thus far:

As with many Fits, my rear latch got stuck and does not work. Here is what I have found thus far:
1) I removed the actual Lift handle above the license plate, as it was all rusty/stuck. No problem there, I will replace it.
2) Next, I see that the metal arm (that moves left and right), down at the latch itself, only moves part of the way right (when viewed from inside the car). It does not move far enough to the right to engage the "cable actuated latch lever", which is connected to the handle, via a cable.

The latch is like brand new, so it is not stuck or anything. I can easily move it w/ my hand. SO, I figured the actuator was "weak" and was not able to move it far enough to the right, when I "unlock" the doors. SO I tried two NEW actuators (Rock Auto) and both moved the lever about the same. Neither moved it far enough to the right, to actually engage the lever arm that unlocks the latch .

Any recommendations??

Is there another issue perhaps as to why the level is not moving far enough to the right?
